Solar Farm Project Approved in Canton

The Canton Office of Renewable Energy and Electric Transmission has been given the go-ahead for the Rich Road Solar Energy Center. The proposal includes the construction of a 240-megawatt solar project and a 20-megawatt battery energy storage facility.

According to EDF Renewables’ plan, the company contracted to build the solar farm. The Rich Road project will take up about 1,700 acres southwest of the village of Canton. The facility will spread out along both sides of Route 11. This will be the single largest solar development in Canton to date.

State officials estimate that construction will bring more than 300 full-time jobs during construction and four permanent jobs during operation. They also expect the project to bring $24 million in direct payments to the Town of Canton, along with other local school districts in St. Lawrence County over the next 35 years. The expectations are high.

According to the press release, $1.2 million will be generated annually in tax revenue for local municipalities and more than $500,000 in direct lease and neighbor agreement payments to landowners. The solar energy centre is not the only major project in New York State to receive approval. Steuben County is also set to see more wind energy after a major renewable energy project was given a go-ahead.

“These two massive renewable energy projects are prime examples of our progress in transitioning to a clean energy economy,” Governor Kathy Hochul said in an announcement giving her approval. “With the issuance of these sitting permits in the North Country and the Southern Tier, while providing clean sustainable energy for our families and businesses.” she said.

Despite the cause for excitement, some Canton officials have voiced concerns about the project’s aesthetics and economics and a fear of a repeat of the fire at a solar farm near Chaumont in 2023. Projects of this size are generally controlled by the state, superseding local laws and regulations.

Bill Buchan, the solar attorney for the town and village of Canton, said to NCPR that there are still several details regarding payment up for negotiation. He says the town and village are currently working on a PILOT agreement with the solar company.
